India's finance minister says eastern state needs to create environment to attract investments.

India's Finance Minister Arun Jaitley said the Chief Minister of eastern state of West Bengal, Mamata Banerjee, is responsible to deliver on promises and create an environment to attract investments.
 Jaitley was speaking at the two-day Bengal Global Business Summit 2015 (BGBS) in eastern Kolkata city which was also attended by India'sTransport Minister Nitin Gadkari.
The state government's motive behind the event was to showcase West Bengal as an ideal investment destination.
 Besides Banerjee, a host of industrialists also attended the event. A 500-strong delegation from 19 countries including India, Japan, South Korea, Singapore, Malaysia, the U.K., the U.S. and Australia also participated.
 This was the fourth edition of BGBS wherein Banerjee and Jaitley promised to inculcate greater cooperative federalism. In her address at the summit, Banerjee said the political differences will not block the road to development.
 She also said good governance is to have good industrial captains.
 While addressing the potential investors, Jaitley said Prime Minister Narendra Modi has emphasised that the eastern part of India should get more attention than the western parts.
 He further said the West Bengal is gateway to South East Asia and its strategic location makes it an important city of eastern India.
 Jaitley said the investor has a choice to select the country or state to invest and that the government has a task at hand to narrow down his choice so that it focuses on India. For doing so, India needs to ease out norms and process of doing business in the country.

"I am here to assure you that the central government will strongly stand behind the state government in order to support each one of the rupees and dollars that you invest in the state.Madam Chief Minister, you have a mandate to rule the state and therefore, you have the responsibility to deliver what was promised. We have a mandate to rule the country from the centre. We have a responsibility to deliver from Delhi what we had promised"
"The strength of India's democracy is that even though in a multi-party democracy, governments of different political shades will rule in the centre and in the states yet there are larger national causes for which they all stand together," he said.
 During the summit Jaitley also announced a number of steps to boost the state's economic health.
 He said West Bengal as a coal producing state will hugely gain and get a share of the auction of coal blocks. On implementation of GST (Goods and Service Tax), he ensured that the federal government will ensure that not a single state lost a single rupee in revenue as a sequence.
 The focus sectors for this year's summit is on urban infrastructure and housing, Information Technology, food processing, horticulture and floriculture, MSME (Micro, Small and Medium Enterprises) and textiles, healthcare, education, manufacturing, energy and infrastructure, hospitality, tourism, entertainment and financial services.
