Pakistan achieves historic Sukuk bonds milestone with largest issuance ever
Pakistan set a historic record in Islamic finance by issuing over PKR 2 trillion in Sukuk (Shariah-compliant bonds) in 2025 — the largest annual amount since sukuk were introduced in the country in 2008. That included 61 issuances across different tenors and Pakistan’s first Green Sukuk, which was 5.4 × oversubscribed, showing strong investor demand. This big sukuk issuance also raised the share of Islamic instruments in government securities to around 14.5 %, moving Pakistan closer to its target of 20 % Shariah-compliant debt by 2028.
